You should be able to do it using '?' at the end of the format code instead '0'
or '#', see the help
https://help.libreoffice.org/Common/Number_Format_Codes#Decimal_Places_and_Significant_Digits.

Also it's possible to set up a different distance to border of the cell for any
side, Menu/Format/Cell [Ctrl+1][Borders] - Padding.
