Yes their is no other way than to rearrange columns, and sort every field. The desired table result is as shown in the additional attachment BUT SORTED BY COLUMN TWO AND ROW TWO. Works for me. But I think something is missing here. If you want to sort by the third column, move it to be the first column. Otherwise the sort in menu field, sort the field without change the order of previous columns only sort if the field has several values for the field of column before.
