Current Documetation:

Layout method

Determines if a reflowable or a fixed layout EPUB will be generated.

Reflowable: The content flows, or reflows, to fit the screen and to fit the
needs of the user.

Fixed: Gives greater control over presentation when a reflowable EPUB is
not suitable for the content.

If there are certain cases (like header and footer), where reflowable EPUB is
never suitable, this cases shoulds be mentioned here

Sorry, this is misleading. EPUB 3.0 supports both reflowable and fixed layout.

https://help.libreoffice.org/6.2/en-US/text/shared/01/ref_epub_export.html is
relatively clear on this, see the "layout method" section. Is there anything
that you would detail more there?

Export Directly as EPUB bypasses the option dialog - not useful here.

Export as EPUB gives you an option to select a Version
 - EPUB 3.0
 - EPUB 2.0

The average user is not going to know what this means.
That 3.0 is fixed layout (like a PDF), and
that 2.0 is reflowable without layout like headers and footers.

And there is nothing in the Help page for that dialog which explains anything.

So unless a user knows the EPUB standards/specifications they are operating
blind.

Thank you for the information. But I think there is some more information
needed within LO. At least within the documentation. What I would prefer is -
if you choose "Export to EPB directly" a warning like "Your document contains
header or footer. Please choose 'Export as EPUB' if you want to remain them"

This already works if you set layout method to fixed. Reflowable content has no
pages, so has no header or footer, either. Anything left to fix here?
