And in a new spreadsheet there are not conditional formats by default, go to the manage window for CF and you see it is blank. Apply style: Accent. shown in the Format > Conditional > Condition seems to be the default. Previously the condition was: Condition 1: Cell value is, equal to, ''. Apply style: Default. After copy-pasting it becomes: Condition 1: Cell value is, equal to, ''. But (this might be a separate bug) I cannot seem to remove the conditional formatting. Format > Conditional > Condition, then press Delete.
