1. "Insert" > "Section"
2. "Link" checkbox = True
3. Click "Browse" button and select UTF-8 file (without BOM) with ASCII and
non-ASCII text. Example:

4. Insert it.
5. Notice that only English text displayed correctly.
Tested with 6.2.7.1 and 6.4.0.
