Like Dieter discovered in comment #3 and I reproduced, if you select the text where the two diacritics overlap, and manually set it to "Arial" font again, the dots and shadda will become separate, while the rest of the rendering stay the same. All I'm saying is what you see is indeed Arial font from your X font's cache of the Windows fonts, not some fall-back font.
