Given the absence of OP reply, I can't know if I was actually wrong in my
interpretation. Anyway, I have reproduced - and fixed - tdf#119367, so likely
in the end, it doesn't matter: if I was wrong, then it's fixed; and if I was
right, it's WONTFIX :-)

I think there is some misunderstanding here, likely due to language barrier.

It's a known problem for LO on Windows that if it's installed in a directory
with non-ASCII names, on a non-English version of Windows, the result
installation will have mixed-language UI.  Both the Windows system language and
English will show up in LO UI, even if the system langauge is fully translated
for LO.  See bug 119367 for many reports from German and French users.  It
seems to be Windows specific.

I believe that's what nogajun is reporting here in this bug, just that he
didn't make it clear enough.  I think he installed LO on Japanese Windows, so
that the default UI language should be Japanese, yet after installation he is
seeing some English in UI (specifically the Tool > Options dialog) with mostly
Japanese everywhere else.  @nogajun: It's always a good idea to attach
screenshot when reporting bugs about UI issues.

If I'm understanding correctly, this is a valid bug.  (Maybe duplicate of bug
119367, but people there seem to want to keep that bug specifically about
accented characters.)  I'm not going to change Mike's decision yet, but some
clarification from nogajun and reconsideration from Mike would be nice.

The characters that constitute installation path have nothing to do with UI
language that program uses by default - the default follows OS settings (and
installed set of UI languages). A path may have characters of more than one
script (e.g., Russian, English, and Japanese); and the language may be
impossible to detect (what is the language of directory names "a"? Spanish?
Czech?)

And overall, this is unreasonable. Absolutely. Closing WONTFIX.
