Me about the sticky helpline that you pull off the rulers (not immediately shown on toggle on), you when moving an object (only shown on move). And the OP requests a shortcut, which is a different topic. The feature is clearly an option that you enable once per session, at max. It's nothing that every couple of minutes need to be activated. A shortcut is therefore not required by average users. We have a very prominent toolbar icon and customization of shortcuts is pretty simple. Set the shortcut. Observe the Draw -> Standard toolbar. The 'Helplines While Moving' button will toggle enabled and disabled with each click of the shortcut assigned. Correctly functions with draw object pre-selected or not. Both enabling and disabling the helplines mode applies from the shortcut assigned. This is successful in toggling on/off the "Helplines While Moving" toolbar button as a keyboard shortcut. This also does hide the guides (Help Lines), but repeating the execution of shortcut does not reverse this action and "show" them again. That's the core of my request.
