I get a comma inserted as expected with French keyboard layout + locale, both
with latest of 7.2 and in a current 7.5 build. Please update to a more recent
LO version and check again.

Thanks for the answer.
The linguistic parameter/decimal separator is "," the comma in LibreOffice.

The problem appears after an Ubuntu update that include an LibreOffice update.
Since years the dot on the numpad is reconized as a comma with my french
keyboard.

What is the state of "Decimal separator key" checkbox under Options/Language
Settings/Languages? In its checked state, it *should* make the button in
question to result in your locale's separator.

If your locale is correctly set in LibreOffice to use comma as decimal
separator (which is OK, as you say that dot is not recognized as part of a
number), and the checkbox is set, then failure to have comma from the key would
mean something preventing LibreOffice to recognize that the key is actually the
numpad key.
