I'd say this should be a WONTFIX.

The general rule is "save as close to the document model as possible. This
means that adding stuff not present in model is a no-go. After such a save,
there's no way to load it as before: manual line breaks would break the text
flow in paragraphs.

The generation of such files is in the area of "use an extension".

To me, this seems like a feature that might be nice but would be at a low
priority. Even if this enhancement request were confirmed, it may be a long
time before someone gets around to it. 

For more immediate results I recommend you use a decent text editor instead of
a word processor for this case. For one example, UltraEdit already has this
feature. Notepad++ probably does as well, but I don't have it installed at the
moment.

You can manually insert line breaks and these line breaks would be preserved
when the file is saved.  However, putting them into a long paragraph or many
paragraphs would be tedious.  It would be nice if LibreOffice Writer had an
option to put in these line breaks when the document is saved as text with line
breaks.  Another problem with manual line breaks is that you might edit a
paragraph and then need to adjust the line breaks.

It is good to know that LibreOffice currently does break the lines in .txt
files on ~10k characters which is filed as bug 70423.
