CPU threads: 12; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: ru-RU (ru_RU); UI: en-US
Calc: CL threaded

Checking everything identical to attachment 177220 on PDF export, still
produces a PDF that opens in Writer.

Saving with reporter's setting: 
  shows problem that resulthybrid.pdf will open in DRAW instead of WRITER
After removal checkmark "Tagged PDF"
  resulthybridWithoutTagging.pdf will open in Writer

Another point to mention is that if I remove the form controls from the odt
file and export as hybrid, then the pdf opens in writer as expected.

I have attached a screenshot of the PDF Options used to export the document. 
If you could share settings that you are using to perform the export, that

As already stated by reporter it's a problem with saving the document.

Installation of Version 7.2.4.1 (x64) / LibreOffice

0. Unzip "test form.pdf"
1. From LibO Start Center with active LibreOffice File Dialogs open 
   "test form.pdf"
   » Expected: opens in WRITER because it's a hybrid document
 Actual: opens in DRAW like a normal.pdf   

a) does not happen with hybrid document saved from test form.odt with above
mentioned LibO version.
