I think I see the 'problem'. The image isn't blurry/fuzzy/smeared (except for being low resolution) There is slightly difference in sharpness between IrfanView & LibreOffice. See screenshot. Format -> Image -> Filters -> Sharpen does improve things a notch. If do you export as PDF, you will see the image in the same way that in whatever image editor (not Draw). Same result if inserting a JPG copy of the original image.
