Not sure if this is the line number but the paragraph. And cross-referencing numbered paragraphs is possible. I have busy documents that are generally going to be viewed in .pdf (and sometimes, printed) format that would have a lot of internal references. Preferabbly, the references should send the reader to the line number. If they were viewing it in writer then the bookmark would be enough. That could easily be straightened out by a dialog when the user selects to display the line number for the cross-reference to the effect: "Line numbering is not set to display in this document. Set it to display?"
