Screenshots of test results
In both Writer and Impress
1. Make a test string with no font effects ("Without")
2. Copy the string twice.
3. Use Font Effects to apply Case...
a. "small caps" to one string
b. "UPPERCASE" to the other string.
4. Compare the results of the three versions.
Attachment shows my results with 7.4.0.0.alpha0+
Comments: Writer gives small caps, except for first letter
Impress: small caps appears to be no different than UPPERCASE
Take a look at bug 98367. Maybe this bug report is a DUP (or related).
