I am experiencing this same issue, most notably in Impress. I'm running 7.4.2.3
but have seen this consistently in previous versions. Sidebar menus (on the
right, Properties, Styles, Gallery etc.) will flicker when I move my mouse
cursor on the screen.

Similar issues I've seen elsewhere suggest that this is a GTK-3 problem, and
recommend disabling hardware acceleration and disabling background cache
options. Neither suggestion led to any improvement.
