Just to clarify on this, if you change an option *while running in Safe Mode*, this change will be forgotten once you exit LibreOffice. So I rebooted Windows to safe mode, then launched Office in safe mode, disabled Skia and rebooted Windows to normal mode. Office still hangs on start. I installed WinDbg, though there is no crash I attached to soffice.bin and several times stopped the execution and watch call stacks of threads. It's the same on each break.
