By default, the "Insert Caption" dialog adds a frame to contain the image and the caption. But the image and its caption are not required to be in the frame. To get what you want, cut the image and caption out of the frame and paste them into your document; anchor the image to the caption, and delete the frame. Then you can add footnotes to your caption. @Dieter -- I agree that this ticket should be noted as a DUP of bug 48534, which refers to figure captions in the summary.
