In Feb 2008, "Headings" and "Numbered Paragraphs" were added as types to the
"Cross-references" help page [1], along with the formats "Number", "Number (no
context)", and "Number (full context)".

At the same time two paragraphs, which later became "notes" appear under the
"Refer using" table.

Proposed changes.

1.  Drop the first note.

It repeats more or less what appears in the "Refer using" table for "Number".
It looks like original committer copied the first note into table and forgot to
delete the paragraph (that is the first note).  If that note is deleted, then
it would make more sense to refer to the (second) "note" under the table.

2. The second note needs improvement. For example:
a.  "sublevels" refers to a setting in Tools - Heading Numbering. This should
be specified explicitly
b. note should make it clear that it is about "Number", Number (no context) and
Number (full context), and Chapter formats. 
c. Maybe do not need the example with 1.2.5.  Can say more directly and
generally, "the number of sublevels shown depends on the "show sublevels"
setting in Tools - Heading Numbering."

3.  In the "Selection" section, delete:  In the <emph>Refer using</emph> list,
click the format that you want to use.

- because it repeats the same information that appears in the paragraph
immediately before and the paragraph immediately after.
