When I set the background of a table or a table cell in Impress, there is no
option to set the background's transparency; and there should be.

I'm not exactly sure what we have in ODF in this respect; here is the pointer:

Remembering that in Impress, table styles aren't actual styles (see bug
151264), I'm not quite sure what that means. Be that as it may - transparency
for tables should be supported.
