Using the provided steps from the report, it doesn't save. Changing the default languages using the steps you provided (comment 8) does persist however. Perhaps this is not a bug like I initially thought and could just be a misunderstanding as it isn't super clear it is only for that document. I can confirm it is reproducible even in Windows. Languages do not save regardless of the selected language. It stays for the document it is changed on, but does not apply to new/old documents. So I had tested it on a clean and fresh install. So no, I hadn't changed any template or any other things. Just opened a new page and made the setting that is not remembered.
