There are other bug reports about those shortcuts not working for e.g. a German layout, see for example bug 82117. Unrelated to German keyboard layouts, we already have bug 126888. Can you please share your full version info copied from Help > About LibreOffice? If you don't use the gtk3 VCL plugin (as should be visible in your version info), you could try to use it from the command line with: SAL_USE_VCLPLUGIN=gtk3 soffice ...and see if you can still reproduced the issue.
