No, I didn’t; no problems installing the German language pack with LibO 3.6.0.4 (nor with 3.6.1.1) on MacOS X 10.6.8 (Intel). The feeling I got from previous discussions with devs on this issues was that the pack could be manually installed from the command line, so it was not a really problematic issue in the end. Of course, if there are so few PPC users out there, it makes it hard for us in QA to try and move this forward.
