I can confirm that the issue still exists but am taking it off of MAB.
Reasoning below:

Despite the issue being present since OOo days (thus not introduced by
LibreOffice and not a regression) there appears to be a single user who has
reported it and is affected by it. It requires a specific set of steps that is
not affecting a lot of users.

That being said, still boosting to Major as there is loss of data.

Additional findings: 

Only happens with .doc (not docx)
Only happens with anchor - as character (none of the other 3 choices)

Existed at branch point so this was inherited from OOo (version updated)

Moving to mab4.2 as I see this being a potential problem with loss of data,
also setting to major as there is loss of data.
