Still reproducible with LibreOffice 6.3.1.1 on openSUSE Tumbleweed, though with
slightly different behaviour.  I'm no longer able to trigger the bad behaviour
described in Step 2d of my original report, though I can still trigger the bad
behaviour described in Step 2c.  Also, once Step 2c is triggered, I can scroll
neither left nor right by clicking in the track of the horizontal scrollbar. 
(Previously, I think it was impossible only to scroll right.)
