with separate /40 User Profile for Master Branch, totally the same PDF export
result as with 3.6.4.3.
I think reporter's observations are wrong. In source document there are not 2
spaces after the word Authorities, but a Space and then a TAB.

Please add a hint how you created your 2 Lines in original report in
LO4.0.0.1, / in LO3.6.4,
Additionally it might be interesting to know your PDF export settings.
It would be great if you could attach a single page PDF report from both
versions.

In Export from WIN both Exports have 40 pages, but these things also can be PDF
Font related?

I just tested your document and it came out with 2 different page counts (36 vs. 40) despite both libreoffice 3.6 and 4.0 showing the odt as 36 pages. Something strange is happening for sure.
