I have found that in the default size of the template manager window, that only the tiles in the top row or sometime the second row showing in the dialog box are clickable. You can tell if they are clickable because the the options to Open, Edit, Properties, Set as default,... become active. If the tile is not clickable, the options do not show even when the document tile is active.
