Personally, I don't a problem that this data is erased.

What bothers me is that it makes impossible for Writer to detect if the
template has been changed when I open documents based on it.

Shorter STR:
1. Open a file (new or existing)
2. File > Properties...
3. Uncheck "Apply user data" and click "OK"
4. File > Properties...

Reproduced:  "Total editing time" and "Revision number" are blank.

5. Check "Apply user data" and click "OK"
6. File > Properties...

They are back again.

Additional information.
1.  Did not matter if file was saved, reloaded, etc., just whether "Apply user
data" was checked.

2.  Other Properties (Last printed, Modified, Size are not affected) by
unchecking "Apply user data"

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';

"[ ] Apply user data" comes along with the execution via button labelled "Reset
Properties". So what the user expects is likely that he/she resets metadata
either with or without applying own data. But nothing should happen when the
dialog is closed. 

So I suggest to not change the metadata unless reset properties is pressed.

So would those properties directly inferred from the contents of the document
be the properties that also appear when you right-click on the file and select
Properties in the file-browser?

Good question. I'd imagine that user data would encompass all the metadata that
isn't directly inferred from the contents of the document(s) being edited. But
that's just a guess.

AFAIK, if we don't apply user data in this context then there's no metadata
available to calculate the Total editing time and the revision # of the
document.

Would a different label be clearer? maybe Save metadata concerning editing?

But I'll toss this over to the UX Cabal for clarity.
