 the ruler by default in the user interface, which makes this function goes
 unnoticed or is difficult to find for new users (to activate ruler to

Sorry? Only the vertical ruler is disabled by default in 4.4.x. And the button
is displayed next to the HORIZONTAL one. So, no: invalid point.

And nope, moving that to the status bar will only make it more cluttered.

An unfortunate personal settings, in addition to reading the release notes for
version 4.4 (#changes_to_rulers) confirmed me that the function was not
available by default. 
Resetting the default settings on my system shows me that indeed the horizontal
ruler is available.
If I'm not mistaken, the possibility of a keyboard shortcut to show and hide
quickly the ruler was motivated because it would not be visible by default.

I understand that this can be a point of view.

However, is it tenable to maintain that functionality depending on the
visibility of the ruler?
Maybe not such a good idea to move it to the status bar, but at least this
would be a hegemony in the user interface if implemented in other applications
such as Impress or Calc (collaborative work). Many users do not depend on the
use of the ruler to use word processor and functionality wonder lose by not
having an interface element.
