I conquer with your additional observation on LO 5.0.6.2 (Ubuntu 12.04).

Although I haven't updated to a newer version, I exactly reproduce the behavior
you noted.

Route 1 is still very much reproducible in:

LO Version: 5.2.2.2.0+
Build ID: 20m0(Build:2)
CPU Threads: 2; OS Version: Linux 4.7; UI Render: default; 
Locale: en-GB (en_GB.UTF-8); Calc: group

Both in a document created from scratch and in the sample document.

Crucial information not in the OP: 

Route 1 problem is only reproducible when removing and adding borders through
the "Borders" drop down in the Table Toolbar.

Route 1 is NOT reproducible when removing and adding borders through
  Table Properties -> Borders -> Line Style

Not reproducible from scratch in 5.0.1.
I could only repro route B *in your document* using 5.0.1.
Route A from scratch step 3 did not revert.
Route B from scratch did not make the line formatting disappear.

Would you like to test with 5.0.1?
