So you don't want to zoom the chart but the whole spreadsheet meaning the
existing zoom function should work in chart edit mode as well, right? That
makes sense.

When you are in chart edit mode, you have the ability to scroll up and down the
page and left and right, so being able to zoom in and out should also be
provided.

About a use case, i was zoomed in at 160% when i inserted the chart on my
1280x786 screen and the chart is larger than the available view area, so i
wanted to zoom out to be able to see all the elements, but i was unable to.
