It's not assigned to anything in LibreOffice Writer and it does not conflict with window managers like GNOME Shell/Mutter. I recognize your problem. The change you mention was made a looong time ago in OpenOffice.org 2.x or 3.x early... :) Cltr+up/down moves to start previous / next paragraph. Seems to be common in more programs. But indeed, Ctrl+Alt+up/down does not work for me either. Maybe another one? Or (another) option ? By the way; Tools > Customize allows you to change the setting.. So maybe a WorksForMe would be fine for this issue too?
