That may be because then the fonts are not in use. On the other hand quite a few of the duplicates report a long list of problematic fonts, most of which would be used mainly in LibreOffice itself, which typically isn't running while being updated or installed. The amount of my experience is three or four updates on various PCs with interactive users logged on and the fonts getting lost each time vs. 10-20 updates (again across multiple PCs) where I made sure no users were logged on and all fonts were still alive and happy afterwards. We install LibreOffice (last 7.2.4.1) under Windows 10 with a GPO. After that, the fonts are no longer registered under Windows and are not present in other applications either.
