There's simply no code that would download a version & force an update (without quite a bit of user interaction), in the versions distributed from libreoffice.org. There's a theoretical possibility, if instead you've installed the Vanilla version from the Windows Store - that one got upgraded from 6.3 to 6.4, since 6.3 is now end of life. But your description would not match that either, as that package does not ask for a reboot. If you've further input (screenshots, exact versions, MSIs you've used), can we please move this conversation to the QA list (in Cc), as it's much better placed there (and if it's a real problem, we'd need a bugreport filed anyway).
