Marking this bug as fixed in LibreOffice 5.4 (see comment 30 and comment 31).

To summarize the changes for 5.4
-user interface allows borderless padding in any format (odt/doc/docx etc.) for
Pages, Paragraphs, Characters, Headers, Frames, Images.

Summarized changes for 5.3
-layout displays borderless padding in any format (odt/doc/docx etc.)
-user interface allows borderless padding for FRAMES only in doc/docx only.
-any import/export issues identified were fixed for doc/docx.

As part of my response to him I said (among other things): "You CAN, by the
way, sort of make the problem disappear by editing the bulleted list style and
specifying a smaller bullet or your default font. Go to Styles and Formatting
either from the Menu, the sidebar, or by pressing F11. Then choose Character
Styles, and then Bullets (this latter does NOT appear unless you are set to
"Show ALL styles" and even then it may show up as a series of 7 boxes instead
of the characters "Bullets."

Then, choose "Modify" and you'll see that Writer is not using your paragraph
font for the bullets. Here you can do one of two things: making sure that you
can see the actual document, change the font size and press "Apply" - if your
paragraph size is set to 12, for instance, set the bullet style to 10 and see
what happens. (Actually, first try setting it much larger and press Apply just
to prove to yourself that this is the cause of your particular problem.)  The
other option is to simply change the font to the one you are using as the
paragraph font and you'll see the problem disappear."

I had not noticed these two things when I first posted this bug, so hopefully
that will help someone ferret out its cause. The 7 boxes mentioned in the first
paragraph should be a big clue, and the suggestion to change bullets to larger
sizes while in the dialog boxes helps I think to "see" the issue more clearly.

Stuart's comment #35 is very important here (and was something I immediately
also thought of when doing my awful ugly C++ hack): the way the swatches in
each palette are displayed should depend on the palette. It is
counter-productive that every palette is displayed in the same way, as rows of
12 swatches. That makes it hard to find colours that are perceptional close in
palettes based on actual perceptional colour models, like the HLC one here.
Perhaps we could even have some 3D thing to select colours from a palette,
where the shape of the arrangement of swatches (blobs?) depends on the colour
model, as device-independent colour spaces after all are three-dimensional. 

(But sure, I doubt anybody is going to fund any work on improving this. And
distributing palettes as extensions containing just .soc files sure won't
help.)

So I've gone ahead and created an easy hack for this: bug 104154.
Think it's useful to have for users that use templates heavily. That's the
target group of the template manager in the end.

Closing this one in favor of bug 104154.

Sure it is. But you can also enhance the built-in one.
