master:

it isn't a bug. If you click on right arrow then will open additional bar with
some icons

but, UX-team, citate from Marina:

"with the localized UI the experience is not really "exciting". in general you
don't know what is hidden in that group until you click on the dropdown menu"

Okay, let's make it a pixel smaller, ideally depending on the toolbar size
(gtk3 dropdowns are quite large while qt is smaller too). Could be an easyhack
with code pointers.

The triangles are drawn programmatically. I'd say the change looks fine on
Linux, but they are too large on Windows.

Nonsense, the UX of Zotero is not of our concerns. What we have to evaluate is

What use case do you have in mind for setting the font size? Is it a frequently
used function or something that you configure once in a while? 

Basically we aim for close integration into the system theme and take the UI
fonts. So I tend to disagree with the need.
