This is clearly a bug then. Nothing except extensions should change at this
point.
Can you please verify this with a fresh installation/user profile and give
exact steps how to reproduce this?

I still think that the "more radical" wording is unhelpful, will remove it.

You're mentioning a very specific situation, but I think the problem is more
general. I changed my UI months ago (so, it's not a recent change) and this
problem happens: I choose the second option (Configure); the UI resets; I get
confused, because I thought it would happen only if I chose the checkbox "reset
settings and user interface modifications".

I think the great improvement would be to make clear what happens when each
option is chosen. Right now, when I choose the option Extensions, the
description says that only things related to extensions will be changed, but
that's incorrect, as other things changes (the UI, for example).

Also, the checkbox "reset settings and user interface modifications" is
confusing, for the reasons I stated above.

Also, it's still not clear, and I still don't know, if the lower options get
applied in a cumulative way with the higher options.

Look, what I'm doing here is giving the point of view of a layman trying to use
the Safe Mode fix his LibreOffice by himself. If I knew more how LO works then
I would give more concrete suggestions.

This is an issue I also planned to report in a slightly different way. The way
how I think it could be solved is the following. There are two options.

1,
There should be a page called Insert Image Settings under the Tools -> Option
-> LibreOffice Writer item containing the following settings from the
right-click menu of an image:
- Insert As: Stripped HTML/HTML format without comments/Bitmap Image
- Anchor: To Page/To Character/To Character/As Character
- Align: Left/Center/Right and Top to Anchor/Middle to Anchor/Bottom to Anchor
- Arrange: In Front of Others/Behind Others (Forward One and Back One are
pointless here)
- Size: Original/Fixed Width:X/Fixed Height:Y/Fixed Size:X*Y

Yes, these things can be adjusted after the image has been inserted but if you
work with a lot of images then it is quite cumbersome.

I almost always use the anchor "As Character" but I know someone who uses "To
Page" all the time so it would be nice to have it as a configurable setting.

The newly inserted image just should copy the settings of the last image. It
looks to be easy for the Insert As, Anchor and Align settings and maybe it
could work for the Arrange as well. 

Only the size setting would be missing which is bad but this solution seems to
be much easier than adding a new page to the Options dialog. So I could accept
this solution as well.

I can confirm, that existing documents get changed when opened.

We do use a certain template that was last edited using libre office 6.1.2
portable.

With LO 6.2.2.2 portable the aligment behaviour does change when opening the
document.

With settings like this alignment gets changed:
[ ] Number recognition
  [x] Number format recognition
  [x] Alignment


With settings like this alignment does not get changed.
[ ] Number recognition
  [ ] Number format recognition
  [ ] Alignment

If number recognition is turned off the other two options should be disabled as
well as they are greyed out.
