A code pointer: SwView::GetYScroll(). Making it return 1 instead of
(m_aVisArea.GetHeight() * nScrollY) / 100 would provide almost what is needed.
Whoever interested would need to make sure that scroll happens to whole line
(instead of "about whole line"); and to implement the user setting for that.

Yep, I get that, and this is why I specified in my OP, that it'd make more
sense to have a user defined global setting that respected either as it
currently stands, that is active worksheet reopens at the end of the tabs list,
or the user can decide if they'd prefer to reopen the workbook as it was last
closed(ie. my preferred option). 
And technically it would show a completely different section of tabs, the
active sheet is usually the last thing someone would edit and then shut down,
so it'd normally still be there as the last person left it. 
The difference is that if it were on the far left of the screen whilst being
edited, then on next session it ends up on the far right of the sheet tabs ..
this is 'confusing' ... when viewing the range of sheet tabs along the bottom,
this is confusing .. ie. not where I left it last time!

Most software I use(not all, but most) usually restarts the same way it was
closed down.

Hi bchemnet,

I assume you are still using XFCE 4.12 based on GTK2? Since the GTK2 VCL
toolkit is deprecated for LibreOffice, TDF won't maintain this old branch.
Please migrate to the GTK3 toolkit instead.

Good news ! XFCE 4.14 based on GTK3 has been released some times ago. Just
install it from the sid or backports repo and please let us know if this helps.
