90% of the commands from the toolbars are available in the sidebar. As the
sidebar is available in all layouts, default layout has context toolbars
available, but if the user want to use Sidebar layout, I want to see the
Sidebar (and the default toolbar) and no jumping UI with the context toolbars.
For example in writer the Text formating toolbar (which is the default context
toolbar) is not available.

This an example of those cases (as also happening with tables).. which can
frustrate me tremendously. This is more or less inherent to the design I
presume if you make page style depend on paragraph (as such)

In order to see text which has been marked as hidden by direct formatting, the
checkmark in Tools>Options>LibreOfficeDevWriter>FormattingAids>Hidden
Characters must be set
AND
the the checkmark at View>Formatting Marks must be set.

The latter toggles display of hidden characters. If the other one is not set,
hidden characters stay hidden. Fortunately once enabled it is memorized past
the end of the current LO Writer session. That works for me.

Now I got it, how hiding characters works. 

The link you supplied is for yet another mechanism through conditional text
which is something more complicated and targeted at creating automated texts
which adapt themselves to conditions, probably usable in mail merge operations
(e.g. to create serial letters).

Is there some who manages number of languages? Inspector will work number of
country's. I certainly going to dislike the Dutch translation. I probably can't
stand it. Hover such a small language is of course not representative for the
whole world. 

Explorer should be available by now in nearly all languages: (Internet
Explorer; Windows Explorer). 

Is there not a contact person for translation questions?

Let's put it together: 
* having everything from tools > options > formatting aids in a submenu
receives no acceptance (me too; it's a question of how often an ordinary user
needs to change it and that's less often than you do) => WF
* tabs are checked by default (and toggle with formatting marks) => NAB
* hidden characters are off by default but also toggle with formatting marks
when checked for me => NAB; see also

Let's follow QA logic. 
When a report is NAB, it indicates check in Help and often it really needs
documentation update, so if's justified to set New for Documentation.
Reopen is when there was a fix that doesn't work, indicating more attention. 
This may be New or remain Reopen, but for Documentation, to clarify this
important issue that comes every while in bug reports.

So in sum I think, there is a lack of information about numbered lists (and
perhaps also bullet lists) without a style. Informations could be added here:

Missing information:
Using Toggle Numbered List icon creates a list witout a style. If you create
several lists witout a style a change in one list would affect all lists. (Of
course it should be in a more perfect English)

But having simplicity in mind I'm against adding the new command (and new
layouts too). "A user suggested" is not a use case for the majority. The
internet browser association is misleading for software that requires many
different interactions.
