While competitors require the user to double-click somewhere, remember that this space might be very small depending on the page settings. It's just the way how LibreOffice deals with the this function and I don't see a use case to disable it -> WFM. The Header/Footer menu provides settings, that you only can find in a well hidden sub menu in Page Style Modify menu. Don't see that it can be suppressed now.
