Probably as a 'type' the "skip-ink" would need ODF extension--so we could hold with the document. But this might also be opportunity to pull 'width', 'thickness' and 'position' for overline, underline and strikethrough from the design metrics of the selected font. I don't know what the best technical solution would be. Maybe a tickbox in the menu "Character | Font Effects" would be useful. Something like "Do not cross over a glyph". But it would be pretty cool if LO had a function of this kind, because other typographic functions (e.g. OpenType functions) are already supported.
