This topic was at the agenda of the design meeting.

The only information that TC reveals is who resolved a comment. So the benefit
is low. Before this is going to be implemented we should see if competitors do
the same and make sure it's covered by the open document specifications.

That is correct - also removing all content, is considered deletion.
