I'm not sure this is a bug, or if this is the way the function is designed to
work. The reason is, when you try to apply border to a range, the right edge is
not affected when it already has a border.
However, considering that the command is called "Outer border and all inner
lines", I understand why users would expect that all edges (including the right
outer borders) would be formatted.
Let's hear from the UX team.
