Why not use \bookpart and have a separate title page with all that information. I think this is because - break-visibility is (mainly) to do with responding to line breaks, - the start of the first line does not involve a line break. Not very convincing? Read more in NR 5.4.6 / Using break-visibility. So just override the stencil. Removing the engraver may disable other things as well. BTW - if text is splitted onto two lines and simultaneously is defined arranger, spacing between lines is wrong (at default). Why don't hide TimeSignature?
