Sounds like stonthd isn't starting.
Are these the standard f13 packages? Are you using them with heartbeat or 
corosync?

 if you are using heartbeat 3.0.3 and pacemaker 1.1.3, make sure you have in
you ha.cf the following
apiauth stonith-ng  uid=root
