There was a netbsd port up to version 0.99.13 or so, that was removed because it had been unmaintained for a couple of years (but of course you are free to look it up if you're willing to spend some effort on it). So if you want to get dosemu running on OpenBSD you'll have to go through quite a bit of effort, getting it to compile is just the first step. Probably the configure script relies on a few GNUisms that aren't in *BSD and that's what you ran into.
