The V3 datasheet is unclear on how the h.264 encoder works. All of the
other security camera chips on the market can make two or three
simultaneous h.264 streams from their encoders. The secondary streams
are just scaled down versions of the high resolution stream. This
supports letting a DVR/desktop access the full resolution stream and
cell phones can check the lower resolution stream. Another use is
tiled display on a security monitor, the tiles are the low res
streams, when you zoom onto a specific camera it switches to the high
res stream.

Does the V3 h.264 encoder support this? I can't determine one way or
the other if it does.
