Seems like this is fixed in GeoClue2 codebase. I see that it is using
libmm library, and see the use of MM_MODEM_LOCATION_SOURCE_3GPP_LAC_CI
in src/gclue-modem-source.c as pointed to in comment #1.

geoclue-provider should be set to won't fix because upstream is not
going to fix it after geoclue2 is available.

  Binary package hint: chromium-browser

  I'm using the Chromium Browser installed from the Software Center, and
  when I visit YouTube (any video) the video plays fine, but there's no
  sound at all. Visiting the same videos with Firefox plays sound with
  no problems.

  I'm using Chromium package 5.0.342.9~r43360-0ubuntu2 on lucid. Also,
  I'm using ALSA to play sound on my Creative X-Fi sound card.
