Are you trying to put the CD ISO image on the USB stick? That doesn't work.
You have to use the memstick image. This is not like some linux distros
where you use the CD image like this.

What image are you using?  Did you verify it was a good image? When does it
fail?

Also if you're using one of the USB 3 ports (blue) try moving to a USB 2
port (black).

Don't think we've ever tried using a CD to load those. It should work,
but maybe something with the media or drive it's not happy with. The
memstick is your best bet, write that out to a USB flash drive, boot
from it and do the install.
