maybe because "kernal" doesn't match a lot because it's a spelling error? does google auto-correct spelling on searches for double-quoted phrases? or does it assume you're deliberatly searching for errors? dunno. "windows on linux kernel" might get more relevant hits. maybe not. BTW, google pretty much ignores small words like "on", "a", "the". at least for unquoted strings.
