I'm getting a 404 Not Found error when trying to access this file.

Generally speaking, the simplest thing to do is to put a link to it on 
the LyX wiki, here:

http://wiki.lyx.org/Layouts/Layouts
That said, if it's used for that many journals, it might be worth our 
including it with LyX itself.
